When a Fixed Multilevel Archive Makes More Sense Than a Taller Single Level
Most archives start with single-level static shelving. When the collection keeps growing and the room has unused clear height, a fixed two-level shelving system with a catwalk is a different option. Staff walk to the upper shelves on a catwalk deck and use stairs instead of reaching tall shelving from the floor. Two WPSS projects show where it works and what changes.
Film reels: replacing a ladder-access high-bay plan
A Los Angeles release-print company needed a new facility for a growing film inventory. Its design consultant first proposed tall shelving reached with rolling ladders. WPSS proposed Deluxe Industrial shelving with a catwalk that creates an intermediate walking level, so staff can reach reels on each tier from a deck.
WPSS reports that the catwalk layout stored more film than the ladder plan in that building. Film and media also need their own climate and handling requirements, which shelving does not control.
Project records: moving boxes back in-house
A Southern California general contractor and real estate developer was paying an outside company to store and retrieve its project records. Working with the client’s storage provider, WPSS designed a two-level RiveTier catwalk system with stairs in an underused basement level of a parking garage. The design had to fit around existing pipes.
WPSS added flat backers and fixed end stops so loose files cannot be pushed off the back or sides of a shelf.
Ordinary static shelving is usually enough when
- Most boxes can be retrieved from the floor without going higher than your safety program allows.
- The collection fits on one level, leaving room to grow.
- The ceiling, sprinklers, lights or ducts leave little clear height above standard-height shelving.
- You expect to reorganize or move the shelving soon.
A fixed multilevel catwalk is worth evaluating when
- The floor is full but the room has substantial clear height.
- Staff retrieve individual boxes or files by hand at several levels every day.
- The layout can include stairs, guardrails and a deck that the local building and fire authority approve.
- The slab and the existing obstructions can be checked during design.
Box fit
Measure the real boxes with lids and labels. Then set shelf depth and spacing to match, so boxes are not stacked into unstable piles.
Backers and end stops
Use backers, closed panels or end stops wherever loose files or small cartons could slide off a shelf or into the next aisle.
Retrieval frequency
Put the most-requested series on the lower level near the stair. Use the upper deck for inactive retention.

This standard covers load rating methodology, structural design requirements, safety factors, and labeling requirements that ensure shelving performs safely at its rated capacity throughout its service life.
Standard boltless shelving is available in widths from 36 to 96 inches, depths from 12 to 36 inches, and heights from 72 to 144 inches. Shelf capacities range from 400 lbs per shelf for light-duty single-rivet models to 2,500 lbs per shelf for heavy-duty wide-span configurations. Upright gauges range from 18-gauge (light-duty) to 14-gauge (heavy-duty), with beam gauges typically matching the upright gauge specification. Shelf levels adjust in 1.5-inch increments for precise configuration of storage heights.
Powder-coat finishes are applied electrostatically and cured at 400°F for maximum adhesion, scratch resistance, and corrosion protection. Standard colors include gray, tan, and putty — custom colors are available for large orders. All finishes meet or exceed 500-hour salt spray testing per ASTM B117 for corrosion resistance in demanding industrial environments. For severe chemical or moisture environments, epoxy-coated and stainless steel shelving options are available.
Decking options include wire mesh (16-gauge welded wire supporting up to 250 lbs per panel), particle board (industrial-grade 5/8-inch thick), steel decking (20-gauge to 18-gauge corrugated), and laminate (high-pressure decorative surfaces for office environments). Wire mesh decking is the most popular commercial choice because it provides fire sprinkler penetration, airflow for climate control, and visibility of stored items.
Seismic bracing and floor anchoring are engineered to International Building Code (IBC) requirements for facilities in seismic design categories C through F.
